In the U.S. there are huge disparities in how public records requests are handled by individual states. In Pennsylvania, for example, a citizen cannot review a criminal investigative record under the Right to Know Law because those records are off limits -- even if the records are 100 years old and all parties are deceased. Compare that to Florida, where the right to obtain public records is embedded in the state constitution, and citizens often obtain investigative records relatively quickly. The cost of secrecy is far more expensive than the cost of open and honest government. This one-hour CLE discusses what it will take to enact unified records legislation in the United States.
